Afghanistan Reconstruction and Development Services (ARDS), the first ISO 9001: 2000 certified organization in Afghanistan is the central procurement facilitation service provider in the field of procurement of goods, works, consultancy and services to various Line Ministries and Government Institutions.
ARDS was established in December 2003 as a government institution to put in place emergency procurement capacity to facilitate rapid and transparent utilization of donor resources for reconstruction and development of Islamic Republic of Afghanistan with the primary task to assist Line Ministries in carrying out procurement in conformity with the guidelines of funding agency(ies), for all goods, works and services under operations financed directly by IDA, IDA-administered Trust Fund as well as non-IDA funded contracts including domestic funded contracts.
Presently, ARDS comprises of two major units, namely Procurement Unit (PU) and Technical Assistant Unit (TAU). The Procurement Unit (PU) mainly deals with various procurement activities on behalf of Line Ministries and other Government Entities of Islamic Republic of Afghanistan on receipt of requests from them seeking support in procurement activity and on receipt of mandatory information like AFG number for procurement as provided by Ministry of Finance in the Budget Cycle, Source of funds, Grant/credit title number, Budget, estimated cost and other relevant details necessary to undertake procurement action. The Technical Assistance Unit (TAU) deals with the recruitment of Advisors and other Professionals for the Line Ministries of Government of Afghanistan.
The organization is supported by more than 50 professionals and other administrative staff.
ARDS has engaged the services of RITES, a Government of India Enterprise which is a multi-disciplinary consultancy organization, for the Procurement Facilitation Technical support.
